# YEMEN: Valar Extends Aden Aviation Security Project by Five Months

ADEN, Yemen

- Yemen transport minister Mohsen Haidara al-Omari met Valar chief executive Gabriel Osher in Aden on Monday and reviewed arrangements for phase two of the civil aviation security project.
- Valar is the US contractor on a US Department of State Bureau of Counterterrorism award. Cooperative agreement SAQMIP23CA0125 funds civil aviation security to International Civil Aviation Organization (ICAO) Annex 17 standard, aimed at Aden International Airport.
- The award started on 27 September 2023 at USD 3.94 million. Obligations later rose to USD 6.90 million, and the end date moved from 27 September 2025 to 30 September 2026.
- Phase one covered the Yemeni Civil Aviation and Meteorology Authority (CAMA), Aden International, readiness and ICAO compliance. Osher said Valar had agreed a five-month extension.
- Phase two is to finish technical and training work, train aviation-security staff, support risk assessment and raise security protection. The company said it could study a wider scope covering other airports.
- Valar says it also runs the State Department aviation-security programme at Aden Adde International Airport in Mogadishu, Somalia.
- An April 2026 meeting with Valar’s Yemen programme director, Louay Ishaqat, covered the national civil aviation security programme, staff training, the aviation-security training centre at Aden, and screening equipment held at Aden port.
- The ministry said Houthi attacks threaten air navigation and transport in Yemen and the region.
- Also present were air-transport undersecretary Tariq Abdo, aviation-security director Munif al-Zaghli, the minister’s office director Mohammed Jamil, national aviation-security training centre director Khaled Hajesh, and Ishaqat.
