MOSCOW, Russia

- The Moscow Arbitration Court has ordered Tunisian carrier Express Airline to pay Russian tour operator Biblio-Globus more than USD 6.8 million, about RUB 551 million at the current exchange rate.
- The court granted the claim of USD 6.84 million in full in case No. A40-200839/2025, legal news site Pravo.ru reported.
- A representative for Biblio-Globus told the court the company paid the airline under a contract signed on 30 January 2025\. Express Airline then failed to provide aircraft for flights from Moscow and St Petersburg (LED) to Tunisia as scheduled.
- Express Airline did not send a representative to the hearing.
- In February 2025, St Petersburg's Pulkovo Airport announced flights to Hammamet from 26 April, to be operated by Express Airline under a programme with Biblio-Globus. The plan was daily flights, rising to twice daily from 26 May.
- The flights were due to serve Enfidha-Hammamet International Airport (NBE) from Moscow and St Petersburg.
- On 24 April 2025, two days before the first flight, Biblio-Globus cancelled its Tunisia tours. It told travel agents it had received notice from Express Airline that it could not provide the flights.
- Customers were offered a full refund or a rebooking to Turkey, Sochi or Egypt.
- Biblio-Globus filed the lawsuit in August 2025.
- The case was delayed at the preliminary stage because the file held no proof that Express Airline had been notified of the hearing date. This pushed the hearing from August 2026 to November.
- Express Airline, which rebranded from cargo carrier Express Air Cargo in March 2025 to add passenger services, has three Boeing 737 freighters, according to Planespotters. All three are parked: a 737-300(QC) (MSN 23836 | TS-ICA) at Vilnius (VNO), a 737-300(F) (MSN 24710 | TS-ICB) at Naples (NAP) and a 737-800(F) (MSN 30704 | TS-ICD) at Amman (AMM).
- The airline is listed in the Tunisian national business register (RNE) as Express Airline. Its founder and chief executive officer (CEO), Anis Riahi, took a stake in the company in 2017 through a contribution in kind valued at TND 5.537 million (USD 1.84 million), in exchange for 553,700 new shares, according to Webmanagercenter.
