- The new terminal forms a key component of the plan to upgrade infrastructure, increase capacity and enhance service quality for travelers.
- The project supports a vision to modernize Syria civil aviation and air transport sectors while boosting readiness for future passenger growth.
- The project falls under an investment agreement signed with a consortium led by Qatar-backed UCC Holding involving investments exceeding USD 4 billion.
- A strategic memorandum of understanding was signed on 6 August 2025 with the UCC-led consortium and final concession contracts were signed on 24 November 2025.
- The project will completely modernize existing terminals, runways and systems, build a new passenger terminal in phases and transform the airport into a regional hub with capacity up to 31 million passengers per year.
- The concession was awarded to a multinational consortium led by UCC Holding with Turkish and United States partners including Kalyon Insaat, Cengiz Insaat and Assets Investments.
- Refurbishment covers Terminal 1 and Terminal 2 passenger halls, boarding gates, baggage systems, security and aircraft stands plus air traffic management upgrades to ICAO standards.
- New Terminal 3 will be built in three phases with the first phase adding capacity for 10 million passengers per year.
- Architectural and engineering design is led by HESCO Global with input from Zaha Hadid Architects.
- The project includes a 5-star on-airport hotel and a commercial and duty-free zone.
- Damascus International Airport handled 1,434,998 passengers in calendar year 2025.
- Existing terminals are targeted for full refurbishment with capacity increased to around 6 million passengers per year by the end of 2026.
