MOGADISHU, Somalia

- The International Air Transport Association (IATA) has signed a memorandum of understanding with the Ministry of Transport and Civil Aviation of the Federal Government of Somalia to strengthen collaboration on aviation safety under its Focus Africa initiative.
- The agreement marks a step towards a single set of internationally recognized audit standards across Africa.
- The Somali Civil Aviation Authority will recognize the IATA Operational Safety Audit (IOSA) and the IATA Safety Audit for Ground Operations (ISAGO) as acceptable means of compliance with national regulations.
- Kamil Alawadhi, IATA Regional Vice President for Africa and Middle East, said the MoU will promote industry best practices and a culture of safety.
- The MoU was signed on October 18, 2026 in Mogadishu by Kamil Alawadhi, Minister Mohamed Farah Nuh and Director General Ahmed Moallim Hassan.
- The move comes against the backdrop of Somalia joining [IATA's BSP](https://insideaviation.news/somalia-iata-bsp-to-roll-out-nationwide-after-successful-pilot-phase/).
- The SCAA has sought to consolidate its oversight of the Somali civil aviation landscape with notable achievements being:
  - Reclaiming Control of National Airspace (2017 & 2023): In December 2017, the SCAA formally resumed control over Somali airspace from the United Nations for the first time in 27 years. Full operational control of the Mogadishu Flight Information Region (FIR) was consolidated by 2023.
  - Class A Airspace Upgrade (2023): With approval from the International Civil Aviation Organization (ICAO), Somalia's airspace was officially upgraded to Class A. This designation represents the highest international standard for safety, service delivery, and compliance.
