# MOROCCO: ONDA Tenders For Engineering Contractors For New Terminal At Casablanca; Secures USD307mn Loan from AfDB

CASABLANCA, Morocco

- ONDA (Office National des Aéroports, now branded as Airports of Morocco) has relaunched the tender for engineering and technical assistance on the new terminal set to be built at Casablanca Mohammed V airport.
- The tender is valued at MAD 144 million including tax (USD 14.8 million).
- The main building contract was awarded in January to the Moroccan consortium SGTM-TGCC for MAD 12.8 billion (USD 1.32 billion).
- The engineering tender was published on 21 September 2026\. Bids open at 1000Z on 3 November.
- Bidders must post a provisional guarantee of MAD 2.16 million (USD 222,000).
- The new terminal covers approximately 600 000 m² and will handle 20 million passengers per year in the first phase, with capacity expandable to 30 million.
- ONDA targets completion by mid-2029 ahead of the 2030 World Cup.
- The H-shaped building is designed to shorten passenger connections and improve flow between flights.
- A connection to the future high-speed rail line is planned.
- Separate tenders cover baggage handling systems and a 225 kV/22 kV substation, both launched in August.
- Meanwhile, the African Development Bank Group president Sidi Ould Tah and Moroccan economy minister Nadia Fettah presided on 30 September 2026 at the signing of a EUR 270 million (USD 307 million) loan for ONDA’s Airport Infrastructure Expansion and Modernisation Programme (PEMIA).
- AfDB Morocco country manager Achraf Tarsim and ONDA director-general Adel El Fakir signed. State-owned guarantor Tamwilcom director-general Saïd Jabrane attended; Tamwilcom is providing the guarantee.
- The loan is to ONDA. Tah named Marrakech, Agadir, Fez and Tangier as the hubs in view, and tied the deal to AfDB’s Integrated Aviation Transformation Programme in Africa.
- PEMIA covers airport works, air-navigation upgrades and safety and security kit, including security equipment, automated baggage systems and passenger-processing systems.
- Capacity targets cited for 2030: Marrakech 14 million passengers, Agadir 5 million, Tangier 3.6 million, Fez 3 million.
- The package is framed against Morocco’s Tourism Vision 2030\. The release does not give a project capex total beyond the EUR 270 million loan.
