# EGYPT: Civil Aviation Authority Studying Ways to Create a More Favourable Investment Climate for New Airlines

CAIRO, Egypt

- Samah Fawzy, head of the Egyptian Civil Aviation Authority, said the regulator is preparing the investment climate in the aviation sector to allow new airlines to enter the market and increase seat capacity for promising tourism markets.
- The authority conducted market studies in coordination with the Ministry of Aviation to identify requirements for air traffic expansion.
- Passenger growth and rising investments require system development and opening the sector to new investments.
- A ministerial decision issued in March targets enhanced governance, simplified procedures and greater clarity for investors on airline establishment and operations.
- New airline creation requires supporting services and entities beyond company registration.
- The authority is accelerating competence certificate issuance for airlines, targeting completion in less than two weeks.
- Existing carriers receive support to raise seat numbers in parallel with measures to attract new entrants and meet expected tourism demand.

Under existing Egyptian legislation, the following foreign investment restrictions apply to the civil aviation field:

- Scheduled air transport (passenger/cargo, international or domestic): Egyptian shareholding ≥ 51%. Foreign cap 49%.
- Non-scheduled (charter) passenger or cargo, international or domestic: exception — foreign shareholding may be 100%.
- Aircraft services (maintenance, ground handling, operator’s own-aircraft maintenance, catering): Egyptian capital ≥ 51% and Egyptians ≥ 51% of the board.
- Design / manufacture of civil aircraft, engines or spare parts: Egyptian capital ≥ 51%.
- Air navigation and air traffic services: capital 100% Egyptian; workforce 100% Egyptian; principal place of business in Egypt.
- Civil aviation training: Egyptian capital ≥ 51%; principal place of business in Egypt; foreign staff ≤ 10%.

Egypt currenly has 14 mainline commercial carriers.
